Railway and bus concessions: the certificate most families miss
The UDID alone doesn't unlock railway concessions — a separate certificate does.
In short
- Railway concession
- Needs a separate Railway Concession Certificate via the Divyangjan ID portal — not the UDID alone
- Autism caveat
- May not qualify without an intellectual disability classification — confirm before assuming eligibility
- Goa buses (KTC)
- A separate, simpler pass via the Directorate of Social Welfare
Railway travel concessions for disabled passengers are real and substantial — up to 75% off in Second, Sleeper, First, and AC Chair Car class, with the same concession extended to one escort. What trips people up is assuming the UDID card itself is enough to claim it.
It isn't. Railway concessions run through a separate Railway Concession Certificate, applied for through the Divyangjan ID portal rather than at a station counter — the process means downloading the railway concession form, getting it signed by a government doctor, and uploading it alongside your UDID and photos. Budget time for this as its own application, not an automatic extension of the UDID.
One further catch worth knowing before you apply: railway concessions are documented as applying to orthopedic, visual, hearing/speech, and intellectual disability categories specifically — autism on its own may not qualify unless the certificate also carries an intellectual disability classification. This is a genuine grey area worth confirming directly with the portal or a Divyangjan help desk before assuming eligibility. Goa's own state bus service, Kadamba Transport (KTC), runs a separate and more straightforward pass — apply with your UDID and residence proof at the Directorate of Social Welfare, Panaji.
